Scott Collins

Scott Collins has been a leader in tilt-up engineering since joining Meadow Burke (now Leviat) in 1996. He served as Chief Tilt-Up Engineer from 2008 until 2025 and now continues his work as an independent contractor supporting Leviat. A voting member of ACI 551 – Tilt-Up Concrete, Scott served on the TCA Board of Directors from 2013 to 2018 and has contributed to numerous TCA articles and convention presentations. He coauthored the original TCA bracing guidelines in 2012 and was a principal reviewer of the 2018 edition. Scott is responsible for the lift and brace designs of the world’s tallest (111'-9") and heaviest (404,000 lbs) tilt-up panels, as well as the Korean War Veterans Memorial constructed at the 2010 TCA Convention in Kansas City and the Armed Forces War Memorial dedicated at the 2013 Convention in Houston. He also served on the 2014 Convention Host Committee in San Francisco.

Scott has contributed to multiple articles and convention presentations for TCA over the years. He is responsible for the lifting and bracing design of the Korean War Veterans Memorial that was dedicated at the 2010 TCA Convention in Kansas City and the Armed Forces War Memorial in Sugar Land, TX dedicated at the 2013 TCA Convention in Houston. Scott also served on the 2014 TCA Convention (San Francisco) host committee.
