The campus includes a 155,000-square-foot post-production building, a 5,200-square-foot car wash, and a 3,500-square-foot fuel island, reducing the operational footprint by 21 percent while increasing workflow efficiency and seismic resilience. Recognized with a LEED Gold certification in Q4 2023, the project demonstrates how tilt-up construction can support industrial logistics facilities facing geotechnical, environmental, and security complexities at a major U.S. port.

The one-story, 156,403-square-foot structure serves as a post-production hub processing more than 200,000 imported vehicles annually through the Port of Long Beach, receiving nearly 3,000 vehicles per week from Japan for short-term processing and distribution throughout the southwestern United States. Beyond its scale, the project illustrates how tilt-up systems can be deployed within highly constrained and infrastructure-dense environments.

Deep foundations and constrained casting conditions

Subsurface conditions at the port required significant stabilization measures prior to vertical construction. The building structure was supported by 542 driven precast concrete piles, some extending as deep as 72 feet, with typical lengths between 66 and 70 feet. Pile caps were constructed to support a 12-inch-thick double mat slab, forming the foundation system for the tilt-up shell. More than 10,550 cubic yards of concrete was placed over a 12-month period, all self-performed by the general contractor’s concrete crews.

Limited casting surface availability presented additional coordination challenges. Continuous floor trench drains and pits required for current and future conveyor equipment reduced available slab areas for panel casting. This condition required careful sequencing and layout planning to maintain erection schedules without compromising slab performance or embedded systems. The largest panel measured 1,238 square feet, with the heaviest panel weighing 77,100 pounds and the tallest reaching 31 feet 4 inches.

Complex underground coordination

Before vertical construction began, approximately 2.5 miles of underground utilities were installed through a site characterized by undocumented oil lines and complex high-pressure sewage infrastructure. Three thousand cubic yards of contaminated soil were identified and processed in coordination with the Port of Long Beach and in compliance with AQMD regulations. Water was pumped from trenches continuously, treated, and reused on-site for dust control to maintain air quality standards.

Four sewer connections were installed, three tying directly into a century-old main located 15 feet below grade. Excavation occurred without disturbing live pipelines. In addition, six neighboring oil pipelines traversed the property, requiring extensive coordination and verification each time utilities crossed existing lines. These conditions required systematic testing, avoidance, or removal and capping procedures to protect adjacent infrastructure while maintaining schedule continuity.

Port security requirements added another layer of complexity. Oversight personnel were required to obtain Transportation Worker Identification Credentials under the Maritime Transportation Security Act, and coordination with the U.S. Coast Guard ensured compliance with maritime security protocols.

Integrated energy and environmental performance

The facility’s environmental strategy extends beyond certification. The campus incorporates a renewable energy fuel cell power plant that converts natural gas into electricity and water. The electricity supplies on-site operations, while the water is reused in the car wash system. The project includes a hydrogen refueling station and additional electrical infrastructure to accommodate expanding EV charging capacity, reinforcing the port’s commitment to zero-emission vehicle technologies.

Notably, the site contains the world’s first megawatt-scale carbonate fuel cell power generation plant with its own hydrogen fueling station. These integrated systems support Toyota’s broader environmental objectives targeting 2050 sustainability goals and position the facility as infrastructure capable of supporting heavy-duty fuel cell trucks and hydrogen-powered vehicle distribution.

Construction delivery and operational continuity

The project involved approximately 12 months of preconstruction coordination prior to groundbreaking, followed by a 22-month construction duration that included demolition, ground improvements, phased construction, and operational move-in. Maintaining operational continuity during redevelopment required careful sequencing, particularly given the high volume of vehicles processed weekly.

By consolidating multiple existing structures into a more compact and efficient layout, the facility reduces internal vehicle movement, lowers associated emissions, and enhances site safety. The project illustrates how tilt-up construction can be paired with deep foundation systems, environmental remediation, and high-security port requirements to deliver durable industrial infrastructure in demanding coastal conditions.

In doing so, the VDC expands the tilt-up industry’s demonstrated capacity within transportation and logistics markets where geotechnical complexity, environmental compliance, and energy innovation intersect.

Project Credits

General Contractor: Oltmans Construction Co.
Photographer: Jon Newell

This article was generated based on content submitted during the Tilt-Up Achievement Awards program.

This port-based vehicle processing center demonstrates how tilt-up construction can adapt to deep foundations, contaminated soils, and high-security maritime conditions.
