If is going to happen would you prefer that it is developed within the industry or by an outside, third party, who has little working knowledge of the Tilt-Up process?<\/p>\n<p>The first form of Tilt-Up certification was the individual superintendent\/technician program developed in cooperation with ACI.\u00a0 There are over 1200 individuals currently qualified under that program and many architects and engineers have embraced the program by adding requirements for certified personnel to their specifications.\u00a0 The logical expansion of this program is company certification.\u00a0 Why, you ask?\u00a0 Why add another cost, another layer of controls, another set of hoops you must jump through to conduct your business?<\/p>\n<p>The primary impetus for the effort is to provide a means whereby a Tilt-Up contractor can compete with precast projects that call for \u201cPlant-Certified\u201d manufacturers. The individual certification has not been enough to bridge that gap.\u00a0 A second reason mentioned by some of the interested contractors is as method to set themselves apart from the competition.\u00a0 There have been too many unqualified individuals and companies who have represented themselves as proficient in the industry and this problem will continue to grow as Tilt-Up construction expands.\u00a0 We need a certifiable base-level to establish competency in our industry.\u00a0 A task group in TCA has been working toward the establishment of a program for the past 18 months and hopes to unveil it at this fall\u2019s convention in Kansas City.<\/p>\n<p>The final details of the program are being debated but agreement has been reached on the basic components of the program.\u00a0 They will include:<\/p>\n<ul>\n<li>A minimum experience requirement to qualify for full certification.\u00a0 The criteria will be a specified number of projects or Tilt-Up panels successfully completed over a 5-year time period;<\/li>\n<li>Two levels of certification, one for general construction and one for companies involved as exposed aggregate, thin brick, curved panels and other specialty finishes;<\/li>\n<li>An approved safety program and procedures, coordinated with a review of standard safety and accident protocols;<\/li>\n<li>Quality control\/quality assurance programs and documentation.\u00a0 Documentation will be reviewed during an on-site audit conducted by a 3<sup>rd<\/sup> Party reviewer;<\/li>\n<li>A specified minimum number of hours of continuing education and training;<\/li>\n<li>References for completed projects which will be used as a verification of satisfactory performance and annual renewal;<\/li>\n<li>Employment of at least one ACI\/TCA certified superintendent;<\/li>\n<li>Minimum insurance requirements; and,<\/li>\n<li>Adherence to the program Code of Conduct.<\/li>\n<\/ul>\n<p>A 3<sup>rd<\/sup>-party on-site audit will be conducted at the applicants headquarters during the initial approval process.
